ULM Director of Broadcasting to assist in Congressional hearing in May

The Director of University Broadcasting at the University of Louisiana at Monroe will travel to Washington D.C. on May 3-5 to assist College Broadcasters Inc. with a Webcasting copyright royalty rate setting hearing before the Library of Congress’s Copyright Royalty Judges panel.

Joel Willer will serve as a technical adviser for CBI’s legal team to help determine sound recording performance royalty rates for all Webcasters for the period 2011-2015. Time permitting, Willer may also advise other parties during their testimonies.

Willer has been active with Webcasting copyright issues since 2001 and previously testified before the panel in 2005, during the last rate setting procedure.

CBI is representing student-operated radio stations nationwide in the proceeding. Willer has worked with CBI on copyright issues since 2001.
